Key Initiative of Ministry of Women and Child Development 2014-2017


The achievements have been divided into two categories – Women and Children – the two constituencies that the Ministry caters to. In both categories, the achievements have been divided into two sub-categories – Empowerment and Protection for Women and Development and Protection for Children.
WOMEN
Ø  Empowerment
Mahila e-Haat
Objective: To enable an online digital marketing platform for women entrepreneurs, SHGs and NGOs and provide them direct access to markets to sell their products
·         Launched in March 2016
·         Women entrepreneurs/SHGs/NGOs from 24 states are showcasing over 2000 products/services across 18 categories.
·         26000 Self Help Groups and 3.5 lakh women benefitted
·         Registered women have already managed to sell goods worth Rs 30 lakhs
MAHILA SHAKTI KENDRAS
Objective: To remodel the Anganwadi centres as centres for women empowerment in the villages
·         To be set up  in 14 lakh Anganwadi Kendras at the cost of Rs.500 crores
SIX MONTHS MATERNITY LEAVE
Objective: To enable working women to get at least six months of paid leave so that they can provide proper care to the child
·         26 Weeks Maternity Leave for working women by amendment to Maternity Benefit Act which came into effect from 28.3.2017
Maternity Benefit Programme
Objective: To provide financial incentive to expecting mothers so that they can take care of their health and nutritional requirements
§  The programme, operational in 53 districts, is being expanded to run on a universal basis to give conditional cash transfer to  pregnant and lactating mothers benefitting lakhs of women across the country
Training of Elected Women Representatives of Panchayats
Objective: To empower the women heads of panchayats so that they can govern the villages effectively and also develop into grass root politicians
·         Approximately 2.2 Lakhs Elected Women Representatives of Panchayats are being trained across the country to ensure better village governance and administration. The training programme has been launched in April 2017 in Jharkhand.

Ø  Protection
Beti Bachao, Beti Padhao Yojana
Objective: To save and empower girl child by generating awareness and improving the efficiency of welfare services meant for women.
Achievements:
·         Launched in January 2015
·         Implemented in 161 districts; improved child sex ratio in Haryana.
·         Preliminary reports for 100 districts indicate that for the time period between April-March 2014-15 & 2015-16, an increasing trend in Sex Ratio at Birth (SRB) is visible in 58% of the BBBP districts;
·         Haryana has registered a remarkable improvement in the sex ratio at birth (SRB) with the ratio jumping to 938 in February 2017. The average SRB for the past one year from March 2016 to February 2017 has been recorded as 907.
·         Budget allocation for scheme increased in 2017-18 to 200 crore rupees.
·         Ministry of HRD has allocated Rs. 5 lakh per district, for instituting district level awards to be given to 5 schools in each district every year.


One Stop Centre - SAKHI
Objective: To provide medical, police, legal and psycho-social counselling to women affected by violence at a single place
·          Launched in March, 2015
·         121 centres already established and functional by end of March, 2017. One centre per district will be established by the end of 2018-19
PANIC BUTTONS on Mobile Phones
Objective: To provide an effective mechanism for women to seek help in distress situation
·         All Cell Phones to have physical Panic buttons from 2017 onwards for women in distress
·         Panic button is configured to alert the police as well as family members
Universalisation of Women Helpline (181)
Objective: To provide universal helpline for women who need assistance of any
·         It has been decided to provided Universal Helpline to all states
·         Funds sanctioned to 33 states over last two years
·         19 states have already set up the facility


WIDOW SHELTER HOME
 Objective: To enable widows who do not have family support to lead a life of dignity
·         Largest ever Government funded home for 1000 widows at Vrindavan to be completed by the end of 2017.
·         More such homes to be set up in other cities 

                      Children
Ø  Development
Complete overhaul of Anganwadi system
Objective: Anganwadi is the basic unit of extending supplementary nutrition and early education services to all children and pregnant/lactating mother. These Anganwadis cover every habitation in the country and the entire set up is being overhauled to ensure that the designated services reach all beneficiaries.
Setting up new Anganwadi Centres
·         To fill existing gap in anganwadi infrastructure, 4 lakh anganwadi centres are to be constructed by 2019, out of which construction of 1.14 lakh anganwadis has already been approved and started.
Toilet Facilities at Anganwadi Centres
·         Number of anagnwadis with toilet facilities has increased from 6.9 lakhs to more than 8.5 lakhs over last three years.
Direct Benefit Transfer of salaries of Anganwadi Workers
·         Process of Direct Transfer of salaries of anaganwadi workers/helpers into their accounts has already been taken up in many states and gradually 26 lakh anganwadi workers/helpers across the nation will benefit from this. 
IT enabled system to ensure real time monitoring
•     The delivery of services through Anganwadi is being put on to an IT platform which enables real time monitoring. 50,000 Anaganwadis have been equipped with smartphones with special software backbone as a pilot. This will be expanded to cover all 14 lakh anganwadis. 
Ø  Protection
To provide a ring fence of mechanisms for Child Protection
Expansion of Childline (1098)
·         The Helpline for Children has been expanded from 278 locations to 412 over last three years. Childline received 1.45 crore calls during April 2016-March 2017 which involved providing assistance to children in distress either by way of tele-counselling or physical rescue.
Railway Helpline
·         New Railway Helpline has been set by Childline to assist children lost/kidnapped/trafficked via medium of railways. Currently operating at 33 major railway stations, this facility has helped rescue and restore/rehabilitate more than 19000 children.

Public Grievance Redressal Mechanism
·         New multiple mechanisms have been set up to enable women and children to seek assistance from the Ministry. These mechanisms are on the social media platforms in line with the objectives of Digital India.
·         #HelpMeWCD where women and children can send in their grievances. Specially sensitised team of personnel has been put in place to reach out to the woman/child and provide assistance to the extent possible.
·         min-wcd@nic.in is the dedicated email helpdesk for public grievances.
·         POCSO e-Box, set up in Aug 2016, for children to safely file complains of sexual abuse through a simple online method. Till 31.03.17, a total of 287 cases have been received and resolved.
·         e-Box for cases of women facing Sexual Harassment at Workplace being set up
